The Estidama Fund is part of the efforts of the Palestinian Monetary Authority (PMA) exerted to fund small, medium, and micro-enterprises that have been affected by health and economic crises. The Fund aims at contributing to their recovery and enable them to overcome their financial crises, which will be reflected in restoring economic activity and achieving the required growth rates.

The Program aims at funding microenterprises to achieve the following:

  • Contribute to the creation of production chains.
  • Enhance the resilience of professionals and craftsmen to maintain their products.
  • Create new job opportunities for youth, women, and marginalized groups and contribute to the fight against poverty.

The Program aims at funding projects and companies operating in the health sector, in order to achieve the following:

  • Ensure an emergency response to confront COVID-19, slow its outbreak, and limit its spread.
  • Improve the capabilities of medical centers and provide them with relevant equipment to treat patients and COVID-19 cases.
  • Strengthen comprehensive healthcare services and clinical capabilities tailored to COVID-19 response.
  • Provide basic treatment supplies, such as ventilators, blood oximeters and other equipment and supplies to treat COVID-19 cases, in addition to medication to avoid stock depletion.
  • Develop dedicated systems for assessing and controlling pandemic risks, including the provision of samples and testing methods.
  • Provide healthcare centers with diagnostic equipment, laboratory and diagnostic systems, test kits and other equipment and material for testing and controlling communicable diseases.
  • Implement and execute containment strategies that include intervention measures to treat chronic communicable diseases.
  • Provide hospitals with waste management, electricity and water services, as well as sanitation supplies and specialized medical consultants.
  • Provide any other services aiming to develop the health sector.

  • Improve the capabilities of concurrent e-learning as an alternative to traditional methods of education and enhance the use of technological development.
  • Improve Instructional Design services to prepare highly-efficient educational materials and content.
  • Set e-learning goals, determine the appropriate procedures and means to achieve them, as well as develop dedicated tools to measure the levels of learning and feedback.
  • Develop electronic forms of education in terms of design and content, and focus on interactive education aiming at engaging students as contributors to the educational process.
  • Develop the capabilities of teachers and provide them with appropriate electronic and interactive means to encourage e-learning.
  • Develop assessment methodology and mechanisms, particularly summative assessment, and support the shift towards alternative assessment methods used in electronic assessment and scoring.
  • Develop different learning needs and styles as part of fair and efficient educational process planning.
  • Develop appropriate programs and applications to prepare a combination of educational material aligned with different educational methods.
  • Provide technological services, hardware, network, Internet packages and other tools.
